This framework operates through a deliberate three-step process: first, AI systems are granted substantive autonomous decision-making authority over consequential outcomes; second, human actors are positioned as nominal supervisors or approvers despite lacking the technical expertise, contextual information, or practical ability to meaningfully evaluate or override the AI's determinations; and third, when adverse outcomes occur, legal and organizational accountability structures systematically channel blame toward these human actors while shielding the AI systems, their developers, and deploying organizations from meaningful consequences.
